All my downloads from internet hangs at 99%?

i am facing a strange problem since 3 months while downloading any stuffs from internet with any download managers its hangs on 99% if i dont use any download managers its hangs at 2% .i m not able to download any stuffs from internet . i have windows xp sp2 with all services running ,antivirus,trojan gaurd ,firewall running n no virus,adware,spyware or trojan found me the only one facing the problem in my bldng all my frnds can download fully without facing this problem. i am fully confused regarding what to do now since tried reinstalling the os partitioned the hdd again still facing the same problem no idea surfing is fine but cant download any stuffs from internet plssss guide me with this problem. i tried pinging the location its fine no problem but cant download any stuffs i have 128 kbps net connectivity

go to tools, internet options, security, hit the custom level button, and make sure that downloads are enabled, not diabled, if they are on disabled that is why it is hanging up on you

install new version of internet explorer and make sure the settings are correct. 56kbps line will come at sometimes like this
